Like every National Olympic Committee (NOC) in the Olympic Movement, the Guam National Olympic Committee (GNOC) membership comprises the National Federations (NFs) of various sports on Guam. 

It is a requirement that NFs are recognized as such only if they obtain prior recognition by their International Federation (IF). This ensures a degree of harmonization between global sport partners such as the International Olympic Committee (IOC) and IFs and it also leads to the improvement of safety and standards across sport and sporting competitions. 

At the heart of this endeavour, lies the welfare of athletes, the primary stakeholder in the Olympic Movement and at GNOC.
