GNOC Medical and Anti-Doping Commission

About the Commission

The mission of the GNOC Medical and Anti-Doping Commission is to act as an advisory body for the GNOC Executive Committee on all medical and sports science related matters.The work of the Commission is linked to the ONOC Medical Commission, the ANOC Medical Commission, and the IOC Medical Commission which is the oldest Commission in the IOC family of commissions. It is also linked to the upholding of the World Anti-Doping Agency (WADA) through its direct link to the Oceania Regional Anti-Doping Organisation (ORADO).

Commission Charter

1. Mission
The mission of the GNOC Medical and Anti-Doping Commission is to act as an advisory body for the GNOC Executive Committee on all medical and sports science related matters.

2. Role
2.1   The GNOC Medical and Anti-Doping Commission is appointed by and has delegated responsibilities from the GNOC Executive Board.

2.2   The GNOC Medical and Anti-Doping Commission is an advisory body only.  It is not authorized to make public statements or take any public positions on any issue without the prior approval of the GNOC Executive Board or GNOC President.

2.3   The GNOC Medical and Anti-Doping Commission shall advise and report to the GNOC Executive Board and President on the provision of medical and anti-doping services to all GNOC sponsored teams and athletes.

3. Composition & Terms of Appointment
3.1   The Medical Commission is comprised of no more than nine (9) members.

3.2   The medical commission members may fulfill, but is not limited to, the following roles listed:

  • Medical and Anti-Doping Commission Chairperson
  • Medical and Anti-Doping Commission Vice-chairperson
  • Team Medical Director
  • Team Physiotherapist
  • Sports Science/ High Performance Consultant
  • Allied Health/ Sports Science Consultant (i.e. Sports Nutritionist/ Psychologist, Chiropractor, Athletic Trainers)
  • GNOC Executive Board Member Representative
  • Athlete’s Commission Representative
  • Doping Control Officer

3.3   The GNOC Executive Board will appoint all members of the medical commission after each Olympic Games.

3.4   Each member’s term for appointment, is a period of one quadrennial. They can be reappointed for further terms.   Each member’s term of appointment ends at the end of each Olympic Games.

3.5   Each member must be licensed to practice their respective field on Guam.

3.6   Any Guam resident appointed to the ONOC or EAGA Medical Commission will serve as a GNOC Medical Commission member for the duration of their term on the ONOC or EAGA Medical commission, if not already appointed by the GNOC Executive Board.

3.7   The Chairperson and Vice-Chairperson will be appointed by the GNOC Executive Board and President each serving the Olympic quadrennial.  Reappointment for additional terms may occur.

4. Duties:
4.1   To act as an advisory body to GNOC on general-health, sports medicine, sports performance, and physical rehabilitation needs of GNOC athletes and to recommend to GNOC implementation methods to fulfill these needs.

4.2   To advise GNOC Executive Board and President on the selection process of medical teams accompanying national teams under the control of GNOC.

4.3   To organize medical and paramedical support for GNOC sponsored international sports competition both on and off-island.  GNOC executive board may allow medical commission members to support other sporting events not sponsored by GNOC, when invited.

4.4   The medical and anti-doping commission will organize or conduct educational conferences/courses in the areas of sports medicine and sports science to provide learning opportunities for health care professionals, educators, coaches, and athletes involved with sports in Guam.

4.5   To provide medical screening services to all national team members participating in local, regional, and international events sponsored by GNOC.

4.6   To liaise with Oceania Regional Anti-Doping Organization (ORADO), World Anti-Doping Agency (WADA), and other national anti-doping organizations regarding anti-doping issues.

4.7   To transmit the views of GNOC to the Oceania National Olympic Committee Medical Commission and the IOC Medical Commission.

5. Meetings and Advice
5.1   The medical commission will meet at least once per year, in addition to any meeting request of the GNOC President or Executive board.  The chairperson will submit a report of outcomes of each meeting to the GNOC Executive Board and President.

5.2   In addition to the matters described in the above duties, the medical commission may provide any advice on any:

  • Recommendations of Team Medical Directors and medical team members
  • Environmental and general health issues,
  • Other medical, sports science related matters requested by the GNOC Executive Board or President

5.3   A quorum shall be 50% plus one of the members on the Commission.

6. Confidentiality
Unless otherwise required by law or at the approval of the GNOC Executive Board, the members of the medical commission are required to keep commission discussions, deliberations, and actions confidential.  This commission shall further comply with HIPPA laws.

7. Inconsistency with the GNOC Charter.
These terms of reference may be amended by the GNOC Executive Board when inconsistent with the GNOC Charter.
