To acknowledge that athletes are the foundation of the Olympic Movement and provide support to the athletes of Guam; preserve the integrity of Guam National Team Athletes; ensure that athletes are given fair and equal opportunities to compete at Flag level competitions; maintain that every Guam National Team has unified representation independent of national federations.
1. ATHLETES COMMISSION
1.1. (a) GNOC shall form an Athletes Commission.
. (b) The objectives of the Athletes Commission are to:
. (i) consider questions or concerns relative to athletes to provide advise & recommendations to GNOC and the Executive;
. (ii) represent and safeguard the rights and interests of athletes
. (iii) notify all GNOC members on matters regarding the Olympic Movement, particularly with respect to the athletes;
. (iv) maintain contact with members of the GNOC Athletes Commission and the ONOC Athletes Commission;
. (c ) The Athletes Commission will comprise:
. (i) two (2) representatives of each national federation recognized by GNOC; one (1) Male and one (1) Female
. (ii) one (1) representative if either gender is not represented within their respective national federation
. (iii) an executive board consisting of a president, vice president, secretary general and secretary
. (d) To be eligible for appointment to the Athletes Commission board pursuant to Article 1.1(c)(i) a person must be:
. (i) at least 16 years of age; and
. (ii) without sanction for a doping offense as a Guam National Team Athlete
. (iii) nominated by their national federation recognized by the Guam National Olympic Committee;
. (iv) an athlete who, at the time of his or her election, has participated at a national level within the previous (8) years of being nominated by his or her national federation; and
. (v) in good standing with GNOC
. (e) To be eligible for appointment or nomination and selection to the Athletes Commission Executive Board pursuant to Article 1.1(c )(iii) a person must:
. (i) be approved as a member of the athletes commission, upon nomination by the member’s national federation, through GNOC
. (ii) be an Olympian who competed for Guam in any of the Olympic Games in which GNOC was a participant; or
. (iii) an athlete who competed for Guam in the following:
. a. World, Regional, Continental, or National competitions recognized by the Guam National Olympic Committee
. (iv) Both sexes must be represented on the GNAC Executive Board
. (v) Motions for nomination onto the Executive Board Members commence mmediately following the establishment of the athletes’ commission and finalized through via majority vote
. (f) If the President or Secretary General is unable to attend a meeting of the Executive, the Vice President or any other board member of the Athletes Commission will be entitled to attend and represent the Athletes Commission. The board member must be appointed via electronic mail by the President of the Guam National Athletes Commission
. (g) The duration of all appointments will conclude following the annual general meeting of GNOC held during the year subsequent to the Olympic Games for all Executive members; two (2) years for general Athletes Commission members. Such appointments are renewable pursuant to items of Article 1.1 ( c) and Article 1.1. (e)
. (i) the athletes commission will meet, but is not limited to, at least 4 times a year.
. (ii) members of the athletes commission must be present for 75% or 2/3 of meetings held per year
. (iii) 50 percent and one additional member of the athletes commission must be present in order to form a quorum
. (iv) Nonmembers are permitted to join committees formulated by GNAC at the discretion of the chairperson.
. (v) Actions that require immediate approval by GNAC members can be facilitated via electronic mail should there be difficulty in meeting and forming a quorum.
. (h) Failure to comply to requirements as a member of the athletes commission will result in a recommendation to the GNOC Executive Board to sanction said member.
